In the near future, the Tokyo Police Department's answer to the threat of criminals using powered robots, or "Labors", is to form their own "Special Vehicles Division 2", equipped to deal with Labor terrorists on their own terms. Armed with their own Patrol Labors, or "Patlabors", the SV2 is Tokyo's best defense against this new high-tech menace.

The SV2's brand new Section 2 is just getting off the ground under the command of the laid-back Captain Goto (though rumor has it that the Chief Engineer Seitaro Sakaki is the one to see if you really want to get things done). There's diminutive Noa Izumi, who'd give anything to get her hands on one of the brand new Labors; Asuma Shinohara, arrogant and cynical; Isao Ota, a thickset bruiser with at itchy trigger finger; timid Mikiyasu Shinshi, who has the unenviable task of keeping Ota under control; and gentle giant Hiromi Yamazaki, who...well, nobody knows too much about him yet. Goto's new recurits may not be the cream of the Police Department crop, but everyone's got to start somewhere...
