In the near future, the Tokyo Police Department's answer to the threat of criminals using powered robots, or "Labors", is to form their own "Special Vehicles Division 2", equipped to deal with Labor terrorists on their own terms. Armed with their own Patrol Labors, or "Patlabors", the SV2 is Tokyo's best defense against this new high-tech menace.

But the SV2 hasn't quite figured out how to pull together as a team yet--and it's completely more important now than ever that they learn. The Labor construction company Schaft Enterprise has a plan to make the most of a little corporate competition, and that plan involves getting Schaft's new military Brocken Labors against business rival's best product -- the police's new AV-98 Ingram! Meanwhile, the SV2's devious Captain Goto brings in a new staff member to help his group's basic training.
